June 2010 Updates
The City and their Consultants have been progressing on the development of the following:
· Cost/Budgeting
The overall project cost is currently estimated at $33 million.
Based on the Class 'B' estimate received in April, adjustments to the program were made.
A pretender estimate will be prepared and submitted in early July.
Performance Sponsorship Group is working with the City to Fundraise nearly $4,000,000 for the project. Fundraisers include the Brick Campaign, Corporate Sponsorships and individual donations/sponsorships. Information packages on sponsorship opportunities will be available to the public in mid July.
· Schedule
The Design committee are working to the target tender date of mid-late July. It is anticipated that the construction contract will be awarded in late August and construction will begin in the fall of 2010. Substantial Completion of the building is scheduled to occur in the spring of 2012. Demolition of the existing Teeder Kennedy Arena will begin in the spring of 2012.
A permit set of working drawings and specifications have been completed and are being reviewed for coordination.
Currently the Design team is on schedule and working towards the tender date.
· Implementation of Leadership in Energy and Environmental Design (LEED)
A sustainability meeting was held on May 13th where a revised Scorecard was presented. Proposed energy model reports were also presented projecting the buildings energy consumption compared to a baseline building. The team is targeting LEED Silver. The project has been registered with CaGBC.
· Prequalification of General Contractors
The process to prequalify Contractors for the project has begun. Eight (8) General Contractors were prequalified to submit a bid on this Port Colborne Health & Wellness Centre. The prequalification documents were reviewed by the selection committee and the prequalified contractors are expected to be announced next month.
· Design Development
The City is working to further develop a Furniture, Fixtures and Equipment list. Decisions on finish materials and specific products are being made as the design progresses.
The City toured two (2) recently completed facilities to review the refrigeration systems.

•· Civil Engineering
A Stormwater Management Report was prepared by Urban & Environmental Management Inc. and is currently being reviewed by the design team.

The process to prequalify Contractors for the project has begun and will continue for the next 5-7 weeks. The Prequalification has been issued and will close May 27th, 2010. A minimum of six (6) General Contractors will be prequalified to submit a bid on this Port Colborne Health & Wellness Centre. Submitted documentation will be reviewed by the selection committee and the prequalified contractors are expected to be announced next month.
•· Design Development
The project team is meeting bi-weekly to review design and refine details. The design is being revised to incorporate pool requirements and arena features. The City is working to further develop a Furniture, Fixtures and Equipment list. The overall building size has been reduced slightly to reduce costs. Decisions on finish materials and specific products are being made as the design progresses.
March 2010 Updates
In the past month the City and their Consultants were working on the development of the following:
•· Report to Council
The special Council meeting took place February 16th. The Report to Council was presented by Peter Senese and Robert Heil outlining the financial challenges and potential solutions as well as the operating costs and revenues for similar facilities.
The Consultants were directed by Council to continue working on a full build out scenario.
In a separate resolution, Council requested the Consultants provide a fee to carry out an alternate design while continuing to work on the full build out scenario. Information was submitted to the City and on March 22nd Robert Heil, CAO, presented a Report to Council. Council resolved to dismiss the alternate design approach and to focus on the full build out scenario.
•· Cost/Budgeting
A detailed, Class B cost estimate is expected to be complete in mid April. Adjustments to the program may be necessary if the estimate is beyond the project budget. The building is being designed to allow removal of components to reduce cost if necessary.

•· Schedule

Substantial Completion of the building is scheduled to occur in the spring of 2012. Demolition of the existing Teeder Kennedy Arena will begin in the spring of 2012.
•· Environmental Impact Study
The Committee received the final Environmental Impact Study (EIS). No difficulties are anticipated. The development of the report was coordinated with the Civil team and will be submitted for reference along with other required documentation as part of the Building Permit process.
•· Civil Engineering
Civil design work is approximately 90% complete. A force main will be required. A new pumping station is being designed as part of the project to accommodate flows from the building and site through to the main along Elizabeth Street.
•· Implementation of Leadership in Energy and Environmental Design (LEED)
Enermodal, (the sustainability Consultant) attended a meeting with the City on March 9th and outlined the targeted credits for achieving LEED Silver. The team is currently targeting 37 credits. A Minimum of 33 credits are required for LEED Silver.
•· Prequalification of General Contractors
The process to prequalify Contractors for the project has begun and will continue for the next 10-12 weeks. A minimum of six (6) General Contractors will be prequalified to submit a bid on this Port Colborne Health & Wellness Centre.
•· Design Development
The project team is meeting bi-weekly to review design and refine details. Meetings have been held with City Fire & Emergency, Zoning and Building officials as well as outside approval agencies. The building and site is being designed to conform to the Niagara Region Facility Accessibility Design Standards. Measures to reduce total operating costs are being carefully considered for incorporation into the facility design. Site development plans, pedestrian and traffic circulation systems, water supply and electrical services are being reorganized to allow continued use of the East Arena, the soccer fields and the baseball diamonds during construction.

January 2010 Updates
•· Operation and Revenue costs
The City and MHPM (Project Manager) have been working to research operating costs and revenues for similar facilities throughout southern Ontario. SCDM (Program Consultants) has developed a projected operating and maintenance cost as well as a projected revenue stream for the proposed facility. A plan has been submitted to City staff for review and reference.
•· Civil Engineering
The first meeting was held with MJM and the Civil Engineers to get the civil engineering underway. They have developed a good base for site grading and site services on site (sanitary, water, etc.). Sanitary accommodations and storm water management are being further developed.
•· Environmental Impact Study
MJM Architects has engaged LCA Environmental to produce an Environmental Impact Study (EIS). The Conservation Authority requested an EIS be completed based on the surrounding woodlot and the history of blasting in Port Colborne. MJM has provided LCA with the civil information necessary to proceed with the report.
•· Completed Geotechnical Investigation and Report
A geotechnical investigation and report has been completed by Terraprobe, to confirm the underground site conditions where the new building is proposed to be located. No significant difficulties are anticipated based on the findings of the investigation.
•· Implementation of Leadership in Energy and Environmental Design (LEED)
The first meeting was held with Enermodal, (the sustainability consultant) and the Architect confirming the LEED features that are proposed to be applied to the project. The City and the Consultants are working towards LEED Silver certification as originally proposed.
•· Report to Council
The City is developing a report that will discuss the capital costs, operating and maintenance costs, revenue projections and funding options for the full build out design. A Council meeting is tentatively set for mid February.
